Segment C is a proposed 26-mile, four-lane, controlled access toll road with intermittent frontage roads from SH 288 (the South Freeway) near Rosharon to US 59(S) (the Southwest Freeway) in Sugar Land, through Brazoria and Fort Bend Counties.
For Segment C, the alternative alignments were developed within the project area to fulfill the need and purpose of the project, to minimize potential environmental impacts, and to respond to public/landowner and resource agency comments. A Recommended Alternative Alignment was identified in the Draft Environmental Impact Statement (DEIS, May 2000). This selection was based on public and resource agency input, and analysis and comparison of the potential effects on the physical, biological, and human environments of each alternative alignment.
The Recommended Alternative Alignment is shown below on the map. Click on the individual purple squares to view detailed maps of Segment C. Segment C Record of Decision (ROD) was issued on March 29, 2013 by FHWA.
TxDOT hosted a public workshop for Segment C on December 6th, 2012, 530P-730P, at the George Ranch High School. The purpose of the workshop is to present the Segment C schematics and the findings of the Final Environmental Impact Statement. This is an open house style meeting with no formal presentation. The Segment C Final Environmental Impact Statement (FEIS) was signed by the Federal Highway Administration on August 8, 2012 and was published in Federal Register on September 7, 2012. The comment period will end October 9, 2012.

The Segment C Draft Environmental Impact Statement (DEIS) Re-evaluation was approved by the Federal Highway Administration on July 21, 2011.
The Study Team is currently preparing the Final Environmental Impact Statement (FEIS) with an anticipated release in the 4th Quarter 2011. The FEIS will evaluate the Preferred Alternative Alignment which was developed from public and agency input on the Recommended Alternative Alignment as described in the Segment C DEIS.
A Public Meeting was held on August 30, 2007. The purpose of the meeting was to discuss the proposed operation of Segment C as a toll facility. Public comments regarding the proposed tolling concept were solicited at this meeting. The comment period closed on September 13, 2007.
